Tukur Mamu, according to the DSS, was about to meet with overseas terrorist leaders when he was detained.

A Federal High Court (FHC) in Abuja has been informed by the Department of State Services (DSS) that hostage negotiator Tukur Mamu is a financier of terrorism. The DSS further informed the court that Mamu was a logistic provider to both domestic and international terror organizations in an affidavit filed before the court in support of its ex-parte motion with the file number FHC/ABJ/CS/1617/2022. The service revealed that, before to his capture last week, the bandit negotiator was his route to a meeting with foreign terrorist leaders. Mamu had been in charge of negotiating with bandits for the release of the railway passengers from Abuja to Kaduna that terrorists had abducted in March. On Tuesday, September 6, 2022, as they were ready to board a connecting flight at Cairo International Airport, the terrorist negotiator and his two wives were apprehended.
